A Therapeutic Outdoor Sports Initiative for Youth Trauma Survivors
Few programs in urban communities have had the impact that PAL KCK’s Surf Program had on young people affected by violence, tragedy, or emotional trauma.
Offered in 2021, 2022, and 2023, this invitation-only initiative brought together inner-city youth who had endured significant adversity with Kansas City, Kansas police officers serving their neighborhoods. By introducing both groups to the ocean—an unfamiliar and truly equalizing environment—the program created a space for trust, connection, and healing.

Perseverance through difficulties
The program was offered at no cost to participants, with training and support provided by trained police officers, mentors, and instructors. Youth learned to swim, confronted fears, and developed new physical and mental skills, all grounded in evidence-based research showing benefits for PTSD symptoms and depression. Selected participants spent months preparing, building confidence and trust, and many learned to swim for the first time. For young people in the urban core, the skills and experiences gained through the program were life-changing.

Helping Our Community’s Most Resilient Youth
As participants learned to surf, youth and officers shared challenges, celebrated progress, and built meaningful relationships grounded in perseverance and mutual support. The program fostered trust, resilience, and positive connections that extended beyond the beach. Though the surf program is no longer active, its influence continues to be felt in the lives of the young people and officers who participated.
